Professional Profile:

Prof. Basir Chand is currently severing as a Sr. Policy/System Analyst at the Statesman Institute with an additional charge as Chairman, National Energy and Alternative Technologies (NEAT), Board. In addition, he is a visiting faculty at the Quaid-i-Azam University.

Mr. Basir Chand is an optimistic and energetic person with a rare combination of technical expertise, professionalism, analytical skills, detail oriented aptitude, and above all a people friendly personality.

He has been serving in the fields of Information Technology, public, private, multi/international and financial institutions for the last 25 years. He gained his expertise in training, information technology, human resource management and conflict resolution, project management, administration, financial management and budgeting, and institutional capacity building.

Besides intensely engaged in management, he has been keenly interested in academics, as he taught and trained at various educational institutions i.e. New York Institute of Technology, NOVA College, Montgomery Community College, Strayer University, and University of District of Columbia, Advance Computer Learning Institute, GC University Lahore, National University of Science and Technology and Fatima Jinnah Women University.

On a technical side, Mr. Chand has a great deal of knowledge and expertise in the field of Information technology, networking, data/telecommunication, software development, as a system analyst in distributed database, e-commerce, enterprise business processing modeling, research and quantitative analysis, and project management.

Since last two decades, Mr. Chand has been involved in technical and business practices and worked with “big six” and “Fortune 500” companies as a consultant i.e. Price WaterHouse Cooper, IBM, Blue Cross/Blue Shield and KPMG. Regarding international and multinational organizations, he rendered his services as a consultant, to World Bank and IMF.

In public sector, his services and expertise are evident in his work for US Department of Health and Human Services (HHS), General Accounting Office (GAO), Federal Communications Commission (FCC), Housing and Urban Development (HUD), Federal Aviation Administration (FAA). 

He spares his time and energy, as a “pro bono public” - devotee for extensive and analytical research for the Statesman Institute of Public Policy, to find resolutions for poverty, social justice, establishment of democratic institutions, energy and food security. He has high regards for good governance, human dignity, and democratic institutions.

As a project manager, Mr. Basir Chand’s record of accomplishment reflects a great success; in terms of technical knowledge and expertise, fiscal responsibilities, managing resources, achieving goals within timeframe and meeting critical deadlines. His management style has proved his leadership qualities.
